Twelve Years of Partnership, A New Chapter of Mutual Success | Hilong Group and China Petroleum Pipeline Engineering Sign a New Strategic Cooperation Framework Agreement

Recently, Hilong Petroleum Industry Group Co., Ltd. (“Hilong Group”) and China Petroleum Pipeline Engineering Co., Ltd. (“CPP”) recently signed a new strategic cooperation framework agreement in Shanghai, Hebei Province. The agreement, which builds on their strategic partnership established in 2014, marks a major upgrade in cooperation and opens a new chapter of comprehensive, high-quality, and long-term collaboration. 

Building on their initial partnership, the two parties have significantly expanded the scope of this new collaboration. They will further strengthen cooperation in a wide range of areas, including offshore engineering design and technological innovation, vessel resource sharing, new drill pipe development, pipeline coating and lining, pipeline inspection, maintenance and emergency repair, communication and instrument automation, commissioning and operations, and technical research and development. In addition, the parties will establish an information-sharing mechanism to support engineering market development. 

In particular, this cooperation focuses on the offshore engineering sector, advancing the partnership from engineering contracting to technology-driven innovation synergy, while better serving China's energy security and maritime strength strategies. 

Under the agreement, Hilong Group and CPP will establish a quarterly high-level joint meeting mechanism and form a joint working group to coordinate and advance the implementation of all cooperation initiatives.

Hilong Group stated that, against the backdrop of green transformation and digital and intelligent upgrading in China’s energy industry, this partnership carries  significant strategic value. CPP operates in more than 50 countries worldwide and possesses full-industry-chain capabilities in oil and gas storage and transportation, covering planning, design, operation, maintenance and support. Hilong Group brings deep expertise in offshore engineering EPCI (Engineering, Procurement, Construction, Installation), pipeline technology and services, and oilfield equipment manufacturing. By integrating their overseas market resources and project execution capabilities, the two parties will forge stronger synergies and deliver more competitive integrated energy solutions. Together, they will also jointly explore Belt and Road Initiative markets, further enhancing the global competitiveness of Chinese energy service providers. 

In October 2014, Hilong Group and CPP signed their first strategic cooperation framework agreement, marking the beginning of in-depth collaboration in areas such as offshore engineering, anti-corrosion, and inspection. Over the past twelve years, the partnership has spanned both domestic and international projects. In offshore engineering, the two parties have worked together on domestic projects such as the Phase I—marine section—of the tailwater discharge project for the sewage treatment plant in the Kemen Economic Development Zone, Lianjiang County, and the Jiaozhou Bay submarine natural gas pipeline project in Qingdao. Internationally, they have completed the subsea pipeline installation for the single-point mooring project in Bangladesh. In onshore operations, Hilong has supported CPP in completing approximately 80,000 kilometers of onshore pipeline construction in Southeast Asia and beyond. Drawing on its core strengths in pipeline coating materials, lining pipes, and new drill pipe development, Hilong has provided strong technical support for CPP's major projects in China and overseas. 

Wang Zhuoyan, General Manager of CPP, and the Executive President of Hilong Group attended the signing ceremony and witnessed the signing of agreement. Zhu Guangjie, Chairman of CPP Dagang Oilfield Construction, and Gu Hong, Senior Vice President of Hilong Group and General Manager of the Offshore Engineering Division, signed the agreement on behalf of the two companies.
